Edward “Snaketongue” Denari came from a long line of pirates that traversed Sarkin’s Waters to the eastern seas of Swabia. He was heavily involved in government intrigue and was instrumental in the empire's interventions during the Tâyzen dynasty's control of the Northern Wastes.
In 743, Edward met Ji-Yeon and soon asked her to marry him. She agreed to his proposal so long as she would have some power within his organization and would receive an equal share of his plunder. While the accounts vary as to how they came to be together, Ji-Yeon and Edward Denari began to run the Scarlet Fleet together. With Snaketongue and Ji-Yeon side-by-side, the Scarlet Fleet quickly tripled from 200 ships to more than 600, and eventually to 1700-1800 ships under her sole control after his death. Their fleet was color-coded, with the lead fleet being Scarlet, and the remaining fleets Obsidian, Ivory, Sapphire, Gold, and Emerald.
Ji-Yeon, not wishing to go back to a life of prostitution after her husband died, knew that this was her opportunity to rise to become a powerful pirate lord. She could have simply stepped down from the organization allowing Zhèng Shi’er, Snaketongue’s second in command and adopted son, to take over. However, Ji-Yeon craved the power and glory of being the leader of the Scarlet Fleet and with Zhèng Shi’er’s support, she took charge.
Ji-Yeon was a strict and regimented pirate lord, she focused on business and military strategy, and permitted women to join their crews. She even went to great lengths to form an ad hoc government, under which her pirates were bound to and protected by laws and taxes. Ji-Yeon’s fleets took leadership over many coastal villages, sometimes even imposing levies and taxes on the villages. These coastal villages stretched from The Northern Wastes to Makkau – just east of Swabia’s capital – earning Ji-Yeon the moniker "The Terror of Swabia".
Because it appeared she could not be defeated, the Emperor offered amnesty to all Denari pirates, hoping to eliminate the female pirate’s reign over the seas. Negotiations between Zhèng Shi’er and the Swabian official hit a deadlock when the empire’s government wanted the pirates to kneel before them and there was disagreement as to what would happen with the reserves of loot. Ji-Yeon took matters into her own hands and concluded negotiations by executing the Emperor’s proxy.
Around that time, the Denari pirates set their sights on Tharsis. However, Ji-Yeon’s stunt with the Swabian official had the unintended consequence of the Empire forging a temporary alliance with Tharsis in order to bring down her organization. In the summer of 760, Tharsis, Swabia, and the Denari engaged in an epic sea-battle that ultimately resulted in a devastating attack by a Great Serpent. Most ships on all sides were completely wiped out. Tharsis and Swabia suffered the greatest casualties. Instead of following after the few remaining Denari ships, the surviving military assumed Ji-Yeon - and therefore, her organization - dead, and returned to their lands.
Alive and well, the Denari retreated to Giralda where they intend to start afresh.

Recruits are required to swear a blood oath upon the code, which they must be able to recite perfectly to their captain and crew on their joining day. A feast follows the blood oath and after the welcoming celebration, the ritual is completed by marking the new recruit with their base tattoo at the center of their back. Over time, the tattoo is added onto based on which fleet and the ship they belong to, ranks, special skills, adventures, and any other notable accomplishments.

Snaketongue’s Revenge is a Dzuŋ ship (‘Junk’ in the common tongue) of Ji-Yeon’s own design. It is a vessel style rarely seen on this side of the world, made from black oak, and outfitted with the Scarlet Fleet’s iconic red fanned sails. The bow has a figurehead that is intricately carved with the face and upper body of a Great Serpent, encrusted with large emeralds for eyes, and whose body elegantly snakes the port side.

THE CODE
I. Pirates who give unsanctioned orders or who refuse to follow orders shall be executed on the spot.
II. Each pirate has a vote in affairs of the moment.
III. Booty belongs to the fleet. All captured goods, money, and slaves are to be presented for inspection, no exceptions - not a jot. First offense: whipping. Second offense: death.
‣ Quartermasters will be responsible for distributing everyone’s fair shares.
‣ The Captain and Quartermaster are to receive two shares of a prize; the master, boatswain, and gunner get one share and a half; and other officers one and a quarter.
IV. Stealing from the “public fund”, or raiding the villages that support Denari pirates is punishable by death. Thieving from a crewmate is punishable by slitting of the ears and nose.
V. Fighting/brawling with crewmates onboard is expressly forbidden. Any quarrels that cannot be solved while at sea are to be settled onshore by duel, which the quartermaster will oversee.
VI. Deserters [in battle] shall be punished by marooning, flogging, ironing, quartering, mutilation, and/or execution as seen fit by their respective captain.
VII. Deserters of their posts or taking shore leave without permission will be severely punished. Disobey once, we cut off your ears (since you clearly weren’t using them) and parade you around. Disobey twice, you’re dead.
VIII. Weapons must always be kept clean and fit for service.
IX. No one on board the ship to game at cards or dice for money.
X. Every pirate who becomes a cripple or loses a limb in the service of the fleet shall have 800 marks from the common stock, and for lesser hurts proportionately.
XI. Resignation from the fleet can be exchanged for 2,000 marks or equivalent. The Denari tattoo will be excised upon leaving.
XII. Rape while in service of the fleet - whether on or offshore, while on leave, and regardless of the victim’s station in life (including captives, slaves, and sex workers) - is punishable by public castration and/or beheading.
XIII. Consensual sex is not permitted on board by unmarried partners and cannot interfere with ship life, duties, or orders. Adultery, abuse, and child neglect are (minimally) plank-walking offenses.
XIV. Lights out at eight o’clock. If any of the crew desire to drink after that hour they shall sit upon the open deck without lights.
XV. Musicians are to have Sarkin’s day to rest. On all other days, by favor only.
